As the year of our Lord, 2001, draws to a close, aside from our impressive successes in Afghanistan, there’s some good news to report for those of us who believe that the primary responsibility of the federal government is to provide for the common defense according to the U.S. Constitution.
First of all, the 2002 defense spending bill passed by Congress matches the $343 billion requested by President Bush. That is $33 billion or 10.6 percent more than last year’s defense budget and will go a long way toward redressing the funding shortfalls that occurred during the Clinton administration. The bill also includes the president’s requested 8.3 billion (a $3 billion increase) for his plan to test and build a national missile defense. Furthermore, the bill makes a significant effort to improve the quality of life for those who serve and their families. In addition to calling for a major boost in construction spending including much-needed improvements in family housing and more assistance with housing costs, the new budget, according to Rep. Bob Stump (R-AZ), the chairman of the House Armed Services Committee, provides “the most generous pay raise in 20 years,” a 5 to 10 percent across-the-board increase, effective January 1.
Secondly, the new intelligence spending bill sent to the President calls for an eight percent increase over last year’s budget (believed to be around $30 billion) and places a greater emphasis on human intelligence–gathering capabilities as well as raw data analysis. Many intelligence experts believe that the U.S. has relied too heavily in the recent past on technology (satellites, electronic/signals-gathering facilities, etc.) for its spying activities.
And finally, President Bush announced in a Rose Garden ceremony that the U.S. is exercising its option to legally withdraw from the 1972 ABM Treaty since it “hinders our government’s ability to develop ways to protect our people from future terrorist or rogue state missile attacks.” The Treaty, which was signed almost 30 years ago with a country that no longer exists (i.e., the Soviet Union), prohibited the U.S. from testing and deploying a nation-wide anti-missile defensive shield and was viewed by many (myself included) as not only a relic of the Cold War, but also a morally indefensible and downright dangerous agreement that kept America and Americans defenseless in a world where ballistic missiles are proliferating in an uninhibited manner.
As this year draws to a close, we should be glad that after too many years of neglect the U.S. government is once again on its way to performing its Constitutional mandate of providing for the common defense.
On October 5, two days before the U.S. launched its initial air strikes against targets in Afghanistan, President Bush sent a memo to the heads of six government agencies ordering them not to provide classified information to any members of Congress who were not part of Capitol Hill’s leadership.
The memo was addressed to Secretary of State Colin L. Powell, Treasury Secretary Paul H. O'Neill, Defense Secretary Donald H. Rumsfeld, Attorney General John Ashcroft, CIA Director George J. Tenet and FBI Director Robert S. Mueller III and was issued after a member of the Senate Select Committee on Intelligence released top-secret information to the Washington Post that he had obtained from a CIA briefing.
According to the various press reports, Mr. Bush told the department heads that the only members of Congress who could be briefed on such secretive matters were the House speaker, House majority and minority leaders, Senate majority and minority leaders, and the chairmen and ranking members of the House and Senate intelligence oversight committees.
Mr. Bush closed the memo by writing that “this approach will best serve our shared goals of protecting American lives, maintaining the proper level of confidentiality for the success of our military, intelligence and law enforcement operations, and keeping the leadership of the Congress appropriately informed about important developments."
In reading about the memo (which the President rescinded several days later in response to Capitol Hill protest) I recalled an incident from our past in which the disclosure of classified information by a member of Congress had some very deadly consequences.
During WWII, U.S. submarines played a vital role in defeating the Japanese by cutting their supply lines in the Pacific. In a four-year period, American submariners were responsible for sinking over five million tons of Japanese shipping including 1178 merchant ships and 214 warships.
While the Americans lost 49 submarines in the Pacific theatre, there is little doubt their losses would have been substantially less had it not been for a serious operational security lapse on the part of a U.S. congressman.
In his excellent book, Senseless Secrets, historian Michael Lanning points out that while visiting U.S. forces in the Pacific, Rep. Andrew Jackson May was given a briefing in which he was told that the American submarines were mostly invulnerable to the Japanese navy since their warships’ depth charges were fused to explode at too shallow a depth.
After returning home to the states, May promptly held a press conference where he repeated the information he had learned from his Navy hosts. Not long after his public revelations, the Japanese started to sink our submarines with their (no doubt) newly fused depth charges.
According to Vice Admiral Charles A. Lockwood, the commander of our submarine forces in the Pacific at the time, as many as 10 submarines and 800 crewmembers were lost because of the congressman’s thoughtless words. Let’s hope that in this war, the careless words of some politician will not cost the lives of those who are fighting it.
During the presidential election campaign, both Messrs. Gore and Lieberman repeated the outlandish assertion that the U.S. military was “stronger than at any time in history.” Furthermore, both men said that any previously existing “morale problems” experienced by the members of our armed forces were corrected and now things of the past.
Well, if things are so great in the military, why did our military personnel stationed abroad decide to cast their ballots so overwhelming for the Bush/Cheney team?
It’s an established fact that men and women in the military cast the overwhelming majority of overseas absentee ballots. According to initial election accounts, of the overseas ballots that were not thrown out by Democratic election officials in Florida (over 1,400 were invalidated), the GOP candidates garnered almost twice as many votes as did their opponents. Of the 2,130 ballots counted in the Sunshine State, 1,380 (65%) went for Bush/Cheney while just 750 (35%) went for Gore/Lieberman.
While Republican tickets have historically outpolled their Democrat counterparts among members of our military, the Wall Street Journal recently pointed out that the gap has narrowed during the past two presidential elections. In 1992, George Bush got only 15% more of the military vote than did Bill Clinton; while in 1996, Bob Dole had a 14% advantage over the incumbent. This time around, however, if the numbers in Florida are representative of our total military, which most believe they are, the Republicans had a 30-percentage point advantage. Why would there be such a large margin this time around?
Could it be because of the fact that our soldiers, sailors, airmen, and marines are tired of being asked by a Democratic administration to do more with less? After all, over the last eight years, the number of our military personnel has been cut by more than a third (from 2.1 million to less than 1.4 million) while the number of peacekeeping missions has increased threefold.
Could it be because that under a Democratic administration they have been repeatedly sent away from their families NOT to defend our nation from its enemies but to perform those meals-on-wheels peacekeeping missions?
Could it be because under a Democratic administration they have seen their hallowed institution turned into a laboratory for social experimentation and political correctness (women in combat and homosexuals in the ranks)?
Or could it be because that under a Democratic administration they have learned they can neither trust their civilian nor their uniformed leaders to look after their interests or to tell the truth about what’s going on in the military today?
Whatever the reason, it’s obvious that most members of the military voted for a change. Maybe things in the military are not as great as the Democratic candidates would have us believe.
There are more than a few people (myself included) who believe that the Clinton administration will manufacture some foreign policy “crisis” this October to enhance Al Gore’s presidential election bid. After all, history has shown that most Americans will initially rally their support around the current occupants of the White House when our troops are engaged in action abroad. It now appears almost certain that this new “crisis” could very well occur in the Middle East.
According to CNN, the U.S. is prepared to launch air strikes against Iraq if the Iraqis move against their minority Kurdish population in the northern part of the country. CNN quoted Pentagon sources as saying that the fairly intense aerial bombing campaign would last for at least three days. The likelihood of such an operation is evidenced by the fact that a Patriot missile battery in Germany has been placed on a “heightened state of readiness” for possible deployment to Israel out of concern that Saddam Hussein might fire Scud missiles against Israel as a response to U.S. military action.
The only problem with the premise of this whole scenario is that, again, according to CNN, U.S. officials monitoring Iraqi troop movements say that they have not detected any unusual activity indicating that a move against the Kurds is in the offing. But who cares about such a minor detail? After all, we’re talking about winning an election here…

If you’ve seen the new and outstanding Mel Gibson movie, THE PATRIOT, you’re well aware that Gibson’s main antagonist was “Colonel Tavington,” the commander of the British Army’s Green Dragoons. The following article is a historical account about the man who the Tavington character was based on, Lt. Col. Banaster Tarleton.
HOW DECEPTION HELPED DEFEAT TARLETON AT COWPENS

During the American Revolutionary War (1775-1783) one of the most feared and hated British officers was Sir Banaster Tarleton. Lt. Col. Tarleton came to America during the first year of the war and participated in numerous campaigns ranging from the capture of New York in 1776, to the capture of Charleston in 1780.
As a commander of a British cavalry and light infantry legion (approximately 1100 men), he had the reputation as a hard charging and aggressive officer who appeared to be invincible on the field of battle. His unit had defeated opposing American forces on four separate occasions during the summer of 1780. In addition to his fighting prowess, Tarleton was also known for his merciless treatment of “rebel” soldiers and had earned the nickname, “the Butcher” after his unit slaughtered the surrendering survivors of a Virginia regiment he had defeated on May 27, 1780, at Waxham Creek, South Carolina.
In January, 1781, upon learning that the American Southern Army had split its forces in two, the British commander, General Cornwallis, sent Tarleton and his men to track down and destroy the detachment led by American General Daniel Morgan.
Rather than running from the approaching and seemingly unbeatable Tarleton, Morgan, whose force equaled the Brits in numbers, decided to fight “the Butcher” by laying a trap for him at Cowpens, South Carolina. Morgan believed he could take advantage of his adversary’s aggressiveness and use it against him by employing the operations security (OPSEC) element of deception to feign a retreat and lure Tarleton into a situation where his advancing forces could be enveloped and attacked from both sides and from behind.
In an effort to carry out his plan, on January 17, Morgan aligned his army in defensive positions across an open field that appeared ideal for the type of horse-mounted charge that Tarleton liked to launch. The American general instructed the soldiers deployed in the middle of his front-line formations to retreat to the rear after briefly engaging the enemy in order to draw the attacking Brits in. The plan worked to perfection. Tarleton ordered his troops to advance into the area vacated by the “retreating” Americans and before long found himself in a situation where he was completed surrounded.. The line in front of him had become a circle around him.
When the battle ended not long after it had began, Morgan had scored a smashing victory over one of the best legions in the army of King George III. While suffering only 73 casualties (12 killed and 61 wounded), the Americans decimated Tarleton’s unit by inflicting 930 casualties (110 killed, 830 wounded and/or captured) on the British force. The once invincible “Butcher”, who along with a handful of his men managed to flee the fight to avoid death or capture, had lost 90% of the soldiers under his command.
Postscript: Tarleton retreated to Yorktown with Cornwallis, where he was taken prisoner. He returned to England in 1781 where he went on to become a member of Parliament and, in 1812, a general. Morgan, whose victory at Cowpens is considered one of the most brilliant tactical feats of the war, went on to become a member of Congress.

SPEAK OUT AND GET INVESTIGATED
Last month, I had the opportunity to sit in on the new, Pentagon-mandated "homosexual sensitivity training." According to the JAG, who was given the unenviable task of teaching the course, if someone in uniform were to make an "offensive" remark about homosexuals, and the person who was offended by that remark complained to the unit's commander, the commander (CO) would have to launch an investigation to determine if disciplinary action was necessary. That's right! The CO's hands are tied. He has NO choice in the matter. What constitutes an "offensive" remark? Virtually anything. It depends totally on the person filing the complaint. For example, if a serviceman was overheard saying that he did not believe homosexuals should be allowed to serve in the military (even if that objection was based on religious grounds), and someone complained to the commander about his remark, that serviceman would have to be investigated (even if he were a chaplain!). While they're apt to deny it in public, one of the long-term goals of homosexual activists has been to silence any dissenting opinions on their perverted lifestyle. Thanks to Messrs. Clinton and Cohen, they have now achieved that goal in the military (and they wonder why officers are leaving the military in droves).
IT’S NOT THE ECONOMY, STUPID!
The administration and their sycophantic generals say the booming economy is the main reason why so many mid-level officers are leaving the military. According to a poll by the Center for International and Strategic Studies, however, it’s NOT the economy that’s causing the exodus. The Center’s survey found that there are three primary reasons why the percentage of Captains and Lieutenants turning in the gold and silver bars is at a historically high level: First of all, the poll showed they are fed up with the mandatory, politically correct, diversity training. Secondly, they joined the military to be soldiers, not policemen or social workers constantly deployed on “peacekeeping” missions. And thirdly, they’re disillusioned with and do not trust their higher ranking superiors.
Footnote: The military didn’t have any problems retaining or recruiting people during the economic boom of the 80s.
LOVE LETTERS IN BOOT CAMP
One of Pat Boone’s biggest hits was “Love Letters in the Sand.” Well, if someone wants to do a remake of the classic song, he or she might want to consider changing the title to “Love Letters in Boot Camp.” After all, according to hundreds of disciplinary reports compiled by a congressional committee studying the issue of mixed-gender training, today’s basic military training instructors are spending just as much time keeping the sexes apart as they are molding their young trainees into disciplined soldiers. Some of the most common offenses listed in the report are such things as “passing love notes in class, holding hands, giving foot messages, smiling suggestively and uttering sexually tinged language.” I’ve always disputed Bill Clinton’s claim that (under his administration) our military is “more prepared than ever.” On second thought, however, considering that he and his ilk protested in the 60s under the motto of, “make love, not war,” maybe his claim was not that far off.
WHAT ABOUT THE WIVES?
In their quest to appease the feminists, Clinton’s civilian appointees at the Pentagon are seriously considering lifting the ban on women on submarines. Before they move ahead with this mindless policy, however, they should consider the views of another group of women who are adamantly opposed to lifting the ban – the wives of those serving on the submarines. According to the Christian Science Monitor, many of the wives fear the close quarters and the long time away from home could encourage promiscuity. It seems to me that the opinions of military wives should be taken into account far more than the views of those feminists who are willing to sacrifice our national security to advance the careers of women in the military. After all, it’s the military wives who are the ones making the many sacrifices so their husbands can do their jobs and defend our freedoms.
MORE THAN A DIME’S WORTH OF DIFFERENCE
The other evening I was having a political discussion about presidential politics with a conservative friend of mine. During the course of the phone call, the other party (who’ll remain anonymous) made the widely repeated comment that “there’s not a dime’s worth of difference between the Republicans and the Democrats.” While there’s no question that many of us have been disappointed more than a few times by our Republican legislators in D.C., there are some very significant differences between the two parties. Aside from domestic and social issues like tax cuts and abortion, consider the chasm that exists between the Republicans’ and Democrats’ presidential candidates when it comes to our government’s most important Constitutional responsibility to “provide for the common defense.”
Take the areas of missile defense and homosexuals in the military. As you know, today, America is totally defenseless against ballistic missile attack. If just one missile were to be launched at the U.S., whether by accident or intent, there is absolutely nothing in place to stop it. All of the GOP’s candidates have pledged to end this vulnerability by deploying a missile defense as soon as possible, while the two Democratic candidates, in their opposition to the deployment of such defenses, have made no such commitment.
Furthermore, while all the Republicans are opposed to allowing homosexuals to serve openly in the military, both Al Gore and Bill Bradley have publicly promised to allow them to serve. In fact, Mr. Gore even has gone so far to suggest in a New Hampshire debate that he would, in effect, impose a pro-gay litmus test on any officer he’d appoint to the Joint Chiefs of Staff.
Yes, there are differences between the parties. And there is no question in my mind, comparing the administrations of Jimmy Carter and Bill Clinton to Ronald Reagan and George Bush, that a Republican president would be far better in restoring and maintaining the strength of our military and thus providing for the common defense.
BACKPEDALING AS FAST AS HE CAN
With the overwhelmingly negative response to his statement about only appointing officers to the Joint Chiefs of Staff who agree with his policy of allowing homosexuals to serve openly in the military, Al Gore is backpedaling from his statement as fast as he possibly can. While he now says he didn’t mean to imply that he would impose a “litmus test” on his appointees and misunderstood the question that was posed to him, according to the less-than-conservative New York Times, Gore’s aides were crowing right after the debate that their candidate had upstaged Bradley in the battle for support from gays and liberal Democrats with his litmus test remarks. Gore knew exactly what he was saying and despite the “spin” that he and his aides are now putting on his statement, the damage (at least with millions of veterans) has already been done to him and his presidential campaign. As it says in the book of Proverbs, 18:7, “A fool’s mouth is his ruin.”

The Clinton administration has on numerous occasions referred to communist China as a “strategic partner.” Well, I always thought that partners cooperated with each other. It appears more and more, however, that this “partnership” is a one-way street. According to a report recently released by General Accounting Office, China is blocking the Commerce Department from carrying out its Congressionally-mandated task of inspecting how all but one of the 191 supercomputers sold to China last year are being used. Supercomputers, the sale of which was strictly regulated before the current occupants of the White House arrived on the scene, are essential for the development of nuclear weapons. It seems to me it would have been reasonable to request that the Chinese allow the Commerce Dept. inspectors in to see those 190 other computers before we signed an agreement with the communist giant for their entrance to the World Trade Organization or resumed military to military exchanges. However, I don’t believe that we should be selling them supercomputers in the first place.

A good friend of mine recently showed me a letter he received from a former member of his Church youth group who’s now undergoing Army boot camp at Ft. Benning, Georgia. In the letter, the young recruit wrote that he had "two of the easiest drill instructors in the whole company" and that he was finding boot camp to be "pretty fun."
Easy drill instructors (DI's), a fun boot camp…what’s going on here? There was a time when Army boot camp was a living hell. Well, all that started to change in 1994. We now have a kinder
and gentler environment where DI's can no longer yell at recruits to motivate them, grab them to get their attention, or even discipline them when they step out of line. In fact, in today’s politically-correct boot camps, the DI's fear the recruits (and how their complaints may end their careers) more than the recruits fear the DI's.You may ask, "What happened in 1994?" Simple. The Clinton administration decided to integrate women with men in basic training.

AN INCREASINGLY POLITICIZED PENTAGON
A recent article in
The Washington Post further confirms our fears that the Pentagon has become more politicized under this administration than at any other time since the days of LBJ and Robert Strange McNamara.According to the Post, the Pentagon has appealed to the White House to oppose the $800 billion tax cut proposed by the Republicans out of fear (unfounded, I believe) that it would impede military modernization programs. Well, why are there not similar complaints about the president’s alternative proposal to spend that money (and more) on new non-military government programs? And where were these complaints when Clinton was gutting the defense budget by a third during the first six years of his presidency?
If a Republican is elected to the White House in 2000, one of the first orders of business should be to demand the resignations of those officers who’ve tarnished the Pentagon (and their stars) by taking sides in the political debate.

A HAILED VICTORY, A HOLLOWED FEELING
I’m sure they’re scratching their heads at the White House. Why is the American public so unenthusiastic about our victory over the forces of Slobodan Milosevic? After all, unlike the Gulf War where 148 Americans died in combat, not one American life was lost as a result of hostile action in the Balkan conflict. Well, why were there no yellow ribbons on trees and why were there no celebratory parades?
Could it be because some thought we never should have gone to war in the first place against a country that did not threaten our national interests? Could it be because some thought that it was no big deal to defeat a tiny country with a population less than 1/25th the size of our own? Could it be because the bombing campaign killed and wounded as many as two thousand innocent civilians? Could it be because the bombing campaign not only failed to stop the Serbs’ ethnic cleansing of the Kosovars but, in fact, actually accelerated it? Could it because their sons and daughters will be deployed to Kosovo for years to come? Or could it be because, as taxpayers, they’ll be footing the bill for that deployment and for the rebuilding of the country we just destroyed. Maybe it’s all of the above.
The messages we sent…
There are some who believe that one of the messages that our recent bombing campaign against Yugoslavia sent to our adversaries around the world was "DON’T MESS WITH THE U.S." or we’ll do to you what we did to Slobo. At the risk of being a "party pooper," let me mention two other messages we sent to our adversaries abroad:(1) The high altitude bombing campaign and the early refusal to consider ground troops sent the message that the current administration is more concerned about how the loss of one American life would affect its poll numbers rather than in accomplishing the mission itself.
(2) Our adversaries around the world have learned that if they have weapons of mass destruction with which to retaliate, they will be immune from American military action. Does anyone honestly believe that we would have attacked Slobo if he had nuclear weapons and the means to deliver them? Could that be one of the reasons why we turn a blind eye toward the mass scale atrocities committed by China in Tibet and the Russians in Chechnya?
A victory for Slobo?
When I heard that Slobodan Milosevic was claiming victory in his recent conflict against NATO, my first thought was that this guy was "out to lunch." Upon examining the details of the peace agreement, I must admit there is some validity to his claim. If he had accepted demands put on him by NATO at the Rambouillet conference in France before the bombs fell on Belgrade, he would have been forced to allow foreign troops into Kosovo, Montenegro, and Serbia. He also would have had to withdraw all his troops from Kosovo, and the people of Kosovo would have been able to vote in three years to secede from Yugoslavia. Now, with the new agreement, there will be no foreign troops in Montenegro and Serbia, he can keep some of his troops in Kosovo, and there is no provision for a vote on independence for the province.
An offer they knew he’d refuse…
In its desire to go to war against Sobodan Milosevic, did the Clinton Administration make him an offer they knew he’d refuse? I believe the answer is a resounding, "YES." Think about it. As a result of the Rambouillet conference, he was told that NATO’s bombs would rain down on him if he didn’t, among other things, allow the deployment of armed, foreign troops on his native soil. The Administration (Clinton, Albright, Berger, Cohen, and Gen. Clarke) had to have known that Slobo, as a devout nationalist, would never agree to such a blatant violation of his beloved Serbia’s national sovereignty. And if the truth be told, it was this refusal, not the ethnic cleansing campaign (which hadn’t yet begun) that triggered the bombing. What people will do in an attempt to restore their sullied reputations and rebuild their legacies…
Was NATO lying?
Toward the latter days of NATO’s bombing campaign against Yugoslavia, the organization’s spokesmen were claiming that the air strikes were taking a terrible toll on Slobo’s troops in Kosovo. Therefore, I was quite surprised to see the condition of the Serbian soldiers retreating back into Yugoslavia. Rather than seeing news clips of a ragtag, beaten down and shell-shocked army on the run, the soldiers I saw were wearing like-new uniforms, clean shaven, and appeared to be in generally good spirits. Furthermore, the tanks and vehicles they were riding out on seemed to be in pretty good shape. What’s going on here? Did NATO erroneously overestimate the effectiveness of it relatively high altitude bombing campaign? Or did it deliberately mislead the public to buttress support for the aerial assault that was increasingly causing the deaths of innocent civilians?
Our new allies…
Last month the FBI put Islamic terrorist Osama Bin Laden on it’s "10 Most Wanted" list for his participation in the double embassy bombing in Africa last year and for his threats to Americans abroad. Isn’t it ironic that in the recent "non-war," we became the air force for the KLA - an organization that not only used money from drugs sold in both western Europe and the U.S. to finance its weapons purchases but also has elements in its army trained by Bin Laden? Will those elements heed the call of their Islamic benefactor and kill American soldiers who, as part of their peace-keeping mission, are attempting to take their weapons away? I thank God that we did not lose any more Americans than we did (2 Apache helicopter pilots died on a training mission) in a civil war in which we never should have been involved. Unfortunately, I fear our good fortune may soon run out. When all is said and done, I predict that the organization we sided with in the Balkan conflict, the KLA, will be more responsible for American casualties than the forces under the command of Slobodan Milosevic.Personal Perspectives
WHEN ETHNIC CLEANSING WAS OK
In order to justify the bombing of Yugoslavia, members of the Clinton Administration and its allies on Capitol Hill and in NATO have stated that they cannot allow a policy of ethnic cleansing to occur near the "heart of Europe." Well, where were these guys (and Madeleine Albright) when 350,000 Serbs were ethnically cleansed from their homeland (even nearer to the heart of Europe) in the Krajina region of Croatia?
I would bet that most Americans have never heard of "Operation Storm." According to a front-page article in The Wall Street Journal, the operation was launched in 1995 by the Croatian army and was, in the words of European Community diplomat Carl Bildt, "the most efficient ethnic cleansing we’ve seen in the Balkans." Despite the expected denials from the Croats and their apologists abroad, the United Nations reports that during the operation Croatian soldiers shelled residential areas, killed civilians, and let Croat civilians burn and plunder Serb homes.
Why was there no effort to stop the Croats when they were ethnically cleansing the Serbs? Why are the ones who were so anxious to go to war to save the Kosovars so willing to turn a blind eye to Operation Storm? Quite frankly, it was because they wanted the Croats to win the war against the Serbs in Bosnia. After all, they allowed retired American military officers to train them and the Iranians to arm them. I guess ethnic cleansing is OK if the ones doing it are the guys you support, even if it does occur near the "heart of Europe."

SOME THOUGHTS ON KOSOVO
There are several things that really bother me about the operation in Kosovo. First of all, as someone who has proudly worn the uniform and as someone who lost a brother in Vietnam, I do not believe that we should commit our armed forces personnel to another countrys civil war when we have no vital interests at stake. What do I mean by vital national interests? I mean our people, our territory, our resources, and our allies. Could anyone cogently argue that any one of those elements was being threatened by the Serbs when we started our bombing campaign?
A second thing that really bothers me about the Kosovo operation is the number of liberals who somehow never found the time to serve in the military who are now so willing to send ground troops into the Balkan quagmire where more than a few will tragically return in flag-covered caskets; people like Bill Clinton and Sandy Berger in the White House, Bill Cohen and Ken Bacon at the Pentagon, Madeleine Albright and Strobe Talbott at the State Department, and Joe Biden and Barbara Boxer on Capitol Hill; people who, with the exception of Cohen, have consistently opposed many of the weapons systems fielded by our troops today. I do not believe Im the only one who holds these beliefs.
A MORE DANGEROUS PLACE
In a recent article in The Wall Street Journal, columnist Paul Gigot rhetorically asked the question whether the world is a safer place since Bill Clinton took office six years ago. Well, despite the proliferation of weapons of mass destruction and the missiles with which to launch them among such not-so-friendly countries as Iran and North Korea, and despite the fact that our relations with Russia are worse now than at any time in the post-Cold War era, the main reason why I believe the world is a more dangerous place is because under this administration, the American military has been drastically downsized, overextended, and demoralized.
Under Bill Clinton, our military budget has been cut by a third. In addition to reducing our active duty force from 2.1 million to less than 1.4 million, the number of our Army divisions, Air Force fighter wings, and Navy combat ships has been slashed by over 40%. Furthermore, the weapons systems remaining in our inventory and the people operating them have been worn out by an excessive number of overseas deployments. Additionally, our military has been weakened even further by the fact that it has become a place for social experimentation (gays, women in combat, touchy-feely training, affirmative action promotions, etc.).
The 33rd president of the United States, Harry Truman, once said, "We live in a world in which American military strength is the greatest preserver of peace and deterrent to aggression."
I fear that we, the American people, are going to suffer in the not too distant future because the man that so many wanted in the Oval Office never subscribed to Trumans belief.

A MISLEADING MILITARY BUDGET
After cutting and gutting the defense budget by a third over the past six years, the Clinton administration is attempting to shield itself (and year 2000 presidential candidate Al Gore) from the Republican charge that it hollowed out our nations military by proposing a $12.6 billion increase in defense spending. As has happened so much in the past with this administration, however, what it says is not what you get. According to a staff report by the Senate Budget Committee, the $12.6 billion increase is really only a $1.8 billion boost. Figure it out for yourself. This years defense budget is $279 billion. Mr. Clinton wants to spend $280.8 billion next year. Furthermore, when factoring in inflation, next years budget is actually $3.8 less than this years budget! So, how did the administration come up with that $12.6 billion increase? Simple. The report says they cooked the books by using various budgetary gimmicks such as lower than expected fuel and inflation costs, a stronger than expected dollar and the delaying of construction projects already in progress. I guess only in the Clinton administration can "alone" not mean alone, "is" not mean is, and a decrease not be a decrease but an "increase."

HOW BOUT THEM POLLS ?
Even if Bill Clinton is not removed from office, there appears to be at least one good thing that will come out of the impeachment debates. According to the Democratic Party, defenders of our perjuring, witness-tampering president, Clinton should be allowed to remain in office because the polls show the people want him. Well, if our liberal legislators are going to base all their decisions on polls, then maybe now theyll support a ban on partial-birth abortions, voluntary prayer in public schools, a Constitutional amendment to outlaw flag burning, and a national missile defense system. After all, polls show that these proposals are overwhelmingly supported by the American public Yeah, right. Dont hold your breath!
COURAGE UNDER FIRE
Despite being bombarded by their "colleagues" on the other side of the isle in the House and from Bill Clintons numerous defenders in the media and press, the Republicans in Congress stood their ground and did their constitutional duty by impeaching William Jefferson Clinton for perjuring himself in front of a federal grand jury and for obstructing justice.
I must admit, up until the last week before the vote, I thought that enough "moderates" would break ranks with their fellow Republicans to vote with the all but a few Democrats who were willing to stand by their perjuring, lying, philandering and sexually perverted leader in the White House. Thankfully, I was wrong!
When the founding fathers of our great country wrote the Constitution setting forth the laws of this land, it was understood that for our republic to survive, the rule of law had to be based on the premise that we are all equal and that no one was above the law no matter how popular, no matter how powerful, and no matter how important.
In the movie "Patton," it showed a scene in which George C. Scott (who portrayed the title character) upon observing his troops marching through the snow to engage the German Wermacht said, "Damn, Im proud of these guys." Well, Im damn proud of the men and women in the U.S. House of Representatives who had the courage to stand up and to vote for the Constitution of the United States of America. They deserve our thanks.
WERENT THESE THE SAME GUYS ?
I had to shake my head in disbelief after watching many of the Democrats criticize the Republicans for being unconcerned about our men and women in harms way in the Persian Gulf during the impeachment debate.
Werent these the same guys who never met a defense budget they didnt want to slash?
Werent these the same guys who never met a weapons system (unless it was to be built in their district) they didnt want to curtail or cancel?
Werent these the same guys who helped the White House destroy morale by turning the military into a playground for social experimentation and sexual tensions?
And werent these the same guys who refused to support our efforts during Desert Shield and Desert Storm?
By golly, I believe they were.

Over the next several weeks the U.S. Congress is going to consider whether or not to impeach Bill Clinton for perjury, obstruction of justice, abuse of power, and witnesses tampering. As our elected representatives debate the issue, they would do well to read the following article written by a major in the Marines Corps Reserves which first appeared in the November 9th edition of The Washington Times :
PLEASE, IMPEACH MY COMMANDER IN CHIEF

The American military is subject to civilian control, and we deeply believe in that principle. We also believe, as affirmed in the Nuremberg Trials, that servicemen are not bound to obey illegal orders. But what about orders given by a known criminal? Should we trust in the integrity of directives given by a president who violates the same basic oath we take? Should we be asked to follow a morally defective leader with a demonstrated disregard for his troops? The answer is no, for implicit in the voluntary oath that all servicemen take is the promise that they will receive honorable civilian leadership. Bill Clinton has violated that covenant. It is therefore Congress' duty to remove him from office.
I do not claim to speak for all service members, but certainly Bill Clinton has never been the military's favorite president. Long before the Starr report, there was plenty of anecdotal evidence of this administration's contempt for the armed forces. Yes, Mr. Clinton was a lying draft dodger, yes his staffers have been anti-military, and yes, he breezily ruins the careers of senior officers who speak up or say politically incorrect things. Meanwhile, servicemen are now in jail for sex crimes less egregious than those Paula Jones and Kathleen Willey say Mr. Clinton committed.
Mr. Clinton and his supporters do not care in the least about the health of our armed forces. Hateful of a traditional military culture they never deigned to study, Mr. Clinton's disingenuous feminist, homosexual and racial activist friends regard the services as mere political props, useful only for showcasing petty identity group grievances. It is no coincidence that the media have played up one military scandal after another during the Clinton years. This politically-driven shift of focus, from the military mission to the therapeutic wants of fringe groups, has taken its toll: Partly because of Mr. Clinton's impos-sibly Orwellian directives, Chief of Naval Operations Jay Boorda committed suicide.
So Clinton has weakened the services and fostered a corrosive anti-military culture. This may be loathsome, but it is not impeachable, particularly if an attentive Congress can limit the extent of Clinton-induced damage. As officers and gentlemen, we have therefore continued to march, pretending to respect our hypocrite-in-chief.
Then came the Paula Jones perjury and the ensuing Starr Report. I have always known that Clinton was integrity-impaired, but I never thought even he could be so depraved, so contemptuous, as to conduct military affairs as was described in the special prosecutor's report to Congress. In that report, we learn of a telephone conversation between Mr. Clinton and a congressman in which the two men discussed our Bosnian deployment. During that telephone discussion, the Commander-in-Chief's pants were unzipped, and Monica Lewinsky was busy saving him the cost of a prostitute. This is the president of the United States of America? Should soldiers not feel belittled and worried by this? We deserve better.
When Ronald Reagan's ill-fated Beirut mission led to the careless loss of 241 Marines in a single bombing, few questioned his love of country and his overriding concern for American interests. But should Mr. Clinton lead us into military conflict, he would do so, incredibly, without any such trust. After the recent American missile attacks in Afghanistan and Sudan, my instant reaction was outrage, for I instinctively presumed that Mr. Clinton was trying to knock Miss Lewinsky's concurrent grand jury testimony out of the headlines. The alternative, that this president --who ignores national security interests, who appeases Iraq and North Korea, and who fights like a leftover Soviet the idea of an American missile defense -- actually believed in the need for immediate military strikes, was simply implausible. And no amount of scripted finger wagging, lip biting, or mention of The Children by this highly skilled perjurer can convince me otherwise.
In other words, Mr. Clinton has demonstrated that he will risk war, terrorist attacks, and our lives just to save his dysfunctional administration. What might his motives be in some future conflict? Blackmail? Cheap political payoffs? Or -- dare I say it -- simply the lazy blundering of an instinctively anti-American man? It is immoral to impose such untrustworthy leadership on a fighting force.
It will no doubt be considered extreme to raise the question of whether this president is a national security risk, but I must. I do not believe presidential candidates should be required to undergo background investigations, as is normal for service members. I do know, however, that Bill Clinton would not pass such a screening. Recently, I received a phone call from a military investigator, who asked me a variety of character-related questions about a fellow Marine reservist. The Marine, who is also a friend, needed to update his top-secret clearance. After-ward, I called him. We marveled how lowly reservists like us must pass complete background checks before routine deployments, yet the guardian of our nation's nuclear button would raise a huge red flag on any such security report. We joked that my friend's security clearance would have been permanently canceled if I had said to the investigator, "Well, Rick spent the Vietnam years smoking pot and leading protests against his country in Britain. His hobbies are lying and adultery. His brother's a cocaine dealer, and oh, yeah -- he visited the Soviet Union for unknown reasons, while his countrymen were getting killed in Vietnam."
Do I show disrespect for this president? Perhaps it depends on the meaning of the word "this." If Clinton were merely a spoiled leftist taking advantage of our free society, a la Jane Fonda, that would be one thing. But you don't make an atheist pope, and you don't keep a corrupt security risk as commander- in-chief.
The enduring goodness of the American military character over the past two centuries does not automatically derive from our nation's nutritional habits or from a good job benefits package. This character must be developed and supported, or it will die. Already we are seeing declining enlistment and a 1970s-style disdain for military service, squandering the real progress made during the purposeful 1980s. Our military's heart and soul can survive lean budgets, but they cannot long survive in an America that would tolerate such a character as now occupies the Oval Office. We are entitled to a leader who at least respects us -- not one who cannot be bothered to remove his penis from a subordinate's mouth long enough to discuss our deployment to a combat zone. To subject our services to such debased leadership is nothing less than the collective spit of the entire nation upon our faces.
Bill Clinton has always been a moral coward. He has always had contempt for the American military. He has always had a questionable security background. Since taking office, he has ignored defense issues, except as serves the destructive goals of his extremist supporters. His behavior with Paula Jones and Kathleen Willey was bizarre and deranged -- try keeping a straight face while watching mandated Navy sexual harassment videos, knowing that the president's own conduct violates historic service rules to the point of absurdity.
For a while, it was almost possible to laugh off Mr. Clinton's hedonistic, "college protester" values. But now that we have clear evidence that he perjured himself and corrupted others to cover up his lies, Bill Clinton is no longer funny. He is dangerous.
William J. Clinton, perhaps the most selfish man ever to disgrace our presidency, will not resign. I therefore risk my commission, as our generals will not, to urge this of Congress: Remove this stain from our White House. Banish him from further office. For God's sake, do your duty.

WAGGING THE DOG
According to noted author and reporter, Seymour Hersh, writing in the liberal New Yorker magazine, all four military chiefs were left out of the loop on Bill Clintons decision to attack a "terrorist training camp" in Afghanistan and a "chemical weapons production plant" in Sudan. Only Gen. Henry Shelton, chairman of the Joint Chiefs of Staff, was apprised of the decision.
Hersh also reported that Attorney General Janet Reno insisted that more evidence was needed before blaming Saudi millionaire Osama Bin Laden for the African embassy bombings and that FBI Director Louis Freech, whose agency was investigating the bombings, was also left out of the planning process.
If what Hersh says is true, what we have believed from the start is further validated...that the recent cruise missile attack was a "wag the dog" effort to take Monica Lewinsky off the front page of our nations newspapers.
If we really wanted to rub out Bin Laden, rather than sending over a hundred million dollars worth of cruise missiles (which by the way, failed!), we could have sent in a Delta Force team to accomplish the task. But lets be honest, such a covert operation would not have garnered as much media attention.
WHERE WERE YOU GUYS?
The members of the Joint Chiefs of Staff recently went to Capitol Hill to ask for more money to restore the readiness of our armed forces. Well, where have these guys been for the last several years? As recently as last February, they told our legislators on the Hill that our militarys readiness was unsurpassed. Now, in a matter of eight months, the bottom has fallen out? Give me a break!
Is it possible that these guys can no longer go along with the perjurer/prevaricator-in-chiefs continuing efforts to cut and gut our militarys fighting effectiveness? Lets not forget that since Desert Storm the military budget has been cut by 35% and the number of active duty forces has been slashed from 2.1 to 1.4 million all while the number of overseas deployments has increased three to four times previous levels!
It was widely reported earlier this year that the most popular book at the Pentagon was "Dereliction of Duty," a book about how the joint chiefs remained silent despite their opposition to LBJs running of the Vietnam War.
Maybe these guys are feeling guilty for being derelict in their duty to stand up for the overworked and under-appreciated people in their command who have been the victims of their draft-dodging commander-in-chiefs policies.
Isn't it ironic that so many of the commander-in-heat's defenders are regularly quoting the Bible in their TV appearances to excuse his actions.
"Let he who is without sin cast the first stone." Well putting it in a Biblical context, were not talking about stoning Bill Clinton for committing adultery...what we are doing is simply following Christs instruction to "rebuke your brother if he has sinned."
Furthermore, how many of the Bible-quoting Clinton defenders are in favor of reading the Bible, praying or displaying the Ten Commandments in public schools? Id be willing to bet not many, if any!
NYET TO A BAILOUT
Before we send billions of American taxpayer dollars to shore up the collapsing Russian economy, lets not forget what theyve done with the money theyve already received from us and our allies.
According to former Reagan Administration National Security Council member, Roger Robinson, Jr., since the fall of the Soviet Union, billions of (our) dollars have been spent to develop weapon systems that could some day be used against us. For example, Russia has:
deployed a new SS-27 mobile, land-based intercontinental ballistic missile
commissioned a new aircraft carrier and nuclear cruiser
refitted its Typhoon-class submarines (featured in the movie "Hunt For Red October") to carry new SS-N 24/26 ballistic missiles
built a new fifth generation "Borei Class" ballistic missile submarine
began a stealth fighter program
continued construction of a massive network of underground command and control bunkers designed to survive a nuclear war.
Additionally, Robinson points out that while the Russians have been gladly taking our
money, theyve been working to undermine our security interests around the globe by:
transferring nuclear and missile technology to Iran.
fostering an intra-NATO dispute between Greece and Turkey over Cypress by providing advanced S-300 antiaircraft missiles to the Greek Cypriots.
helping Cuba complete a dangerous Chernobyl-type nuclear power plant some 100 miles south of Key West.
disrupting our diplomatic efforts to resolve problems in Bosnia and Kosovo.
sharing strategic technology and intelligence with Red China.
Considering how theyre enhancing their military capabilities at home and under
cutting our security policies abroad, its time to tell the Russians that theyve received their last American dollar. Its time to tell them "Nyet!" when it comes to a bailout.

Americas Birthday?
Every July 4th, my wife and I occupy a room on the 28th floor of the Intercontinental Hotel facing the ocean. We have the best seat in the house for a spectacular fire-works display from a barge parked in the bay right next to the hotel! We usually check in about noon and go for a walk through Miamis Bayfront Park to the Bayside shopping area.
After buying some goodies for my wife, we returned to the hotel where we had a delicious dinner (I confess I had two pieces of chocolate pecan pie from the desert bar); feeling guilty, we had to go out for another walk! Then we returned in time to watch the fireworks.
When we checked out the next morning, we reserved the same room for next year; but in retrospect, I think were going to cancel it. You see, there was one thing about our little vacation that bothered us
It was July 4th, Americas birthday, so you would assume that the bands playing music in the parks two amphitheaters would have played some patriotic music after all, Bayside advertised the event as "Americas Birthday Bash" in the local fish wrapper (The Miami Herald).
Well, from the time we arrived until after the fireworks were over, whether we were walking through the park or hearing it through the walls of our room, we didnt hear one song that wasnt Latin or Rap! One might have thought it was Cinco de Mayo or maybe Tupac Shakurs birthday, but there was no evidence in the music that it was Americas birthday!
As Tricia and I reflected back on our Independence Day experience, we decided that next year well go to the fireworks show at the Biltmore Hotel in Coral Gables instead. While the fireworks there may not be as impressive, weve been told the music provided is not only patriotic (God Bless America, etc.), but its in a language we can understand.
TOLERANCE IS NOT A TWO-WAY STREET
Several months ago, I had a layover in downtown Denver. Being a Sunday, I walked down to the street to attend the 12:30 mass at the Cathedral of the Immaculate Conception. Enroute to the church, I passed a lot of people carrying rainbow-colored signs and flags. Some of the signs had the slogan, "OUT OF THE CLOSET AND INTO THE COURTHOUSE."
As I walked into the church lobby, I noticed a gentleman standing at a table taking signatures for petitions to get abortion-restricting legislation on the states November ballot.
Since I was about 15 minutes early, I struck up a conversation with him and during the course of discussion, I asked him what was going on outside with all the people and their rainbows. He told me that they were part of a "Gay Pride" march that occurred earlier in the morning. He also told me that when the parade made its way past the front of the church, more than a few of the participants stopped and tried to disrupt the ongoing 10:30 Mass with shouts, whistles and megaphones.
Considering how Reggie White lost his sportscaster slot with CBS, and the abuse dumped on Trent Lott for quoting the Bible, the incident in the "Mile High City" merely confirmed my belief that when it comes to tolerance, in the area of homosexuality, its a one-sided proposition.

MEMORIAL DAY
A DAY TO REMEMBER
Memorial Day has always had a special meaning for me, even before my brother was killed in Vietnam. This newsletter is dedicated to all those who gave their full measure of devotion by sacrificing themselves on the altar of freedom.
The following is a speech Ive had the honor to present at several Memorial Day ceremonies:
Inside the Pentagon, there hangs a painting which depicts the inside of a church. It is a large church with sunlight streaming through a beautiful stained-glass window. The church is empty except for a single family praying together at the altar rail.
A beam of sunlight from the stained-glass window is shining on that family which consists of a father, mother, a young son, and a daughter. The father is in uniform a soldiers uniform.
When looking at the painting, one cannot help but get the impression that this family is getting together one last time to pray for the safe return of their father and husband whos about to go off to war to fight for his country.
Beneath the painting, there is an inscription from the book of Isaiah. It reads, "And the Lord God asked, Whom shall I send? Who will go for us? " And it replies, "Here am I, send me."
For over 220 years, when in time of need, our country has asked those questions, "Whom shall we send? Who will go for us?" and for 220 years, Americans have raised their hands and said, "Here am I, send me."
Today, we in America live in the freest nation on the face of the earth. But, unfortunately, many Americans take their freedoms of assembly, speech, press, petition, and worship for granted.
"Those who have long enjoyed such privileges as we enjoy forget in time that men have died to win them."

We should never take our freedoms for granted, however, because those freedoms, which we love so deeply, did not come cheaply. The only reason why we have our freedoms today is because Americans were willing to die for those freedoms yesterday.
Our freedoms were bought and paid for by the blood of those who preferred to die on their feet rather than live on their knees.
Our freedoms were bought and paid for by the blood of those who were not concerned with what this country could do for them, but what they could do for their country.
And our freedoms were bought and paid for by those who realized that while the price of freedom was high, the price of losing it was even higher.
Winston Churchill once said, "Not in vain should be the pride of those who fought and the epitaph of those who fell." Well in order to make sure those who fought and fell did not do so in vain, its essential that we pass on to future generations those freedoms that were passed on to us. And if we are going to fulfill that obligation, we must maintain a strong national defense.
After all, as history has shown, the ultimate destiny of a nation is determined by the will of its people and the strength of its defenses. May we never lose the will to strengthen our defenses; for if we do, and our freedoms are lost, all those who went before us will have died in vain.
From the green hills of Lexington to the rolling farmlands of Gettysburg from the dark forests of the Argonne to the rocky island of Iwo Jima from the windy beaches of Normandy to the frozen tundra of Korea and from the steamy jungles of Vietnam to the desert sands of the Persian Gulf
Americans have fought and Americans have died so that freedom might live, and that is why on Memorial Day, we remember. - Scott Lofman

WHAT REALLY HAPPENED AT WACO
Its been five years since David Koresh and eighty-one other Branch Davidians died in the fiery inferno of their Mt. Carmel complex in Waco, Texas.
Despite the investigations of two Capitol Hill committees, there are still many questions surrounding the fifty-one day siege which have not been answered to the satisfaction of many Americans questions ranging from why the ATF (Bureau of Alcohol, Tobacco, and Firearms) raided the Davidians in the first place to why the FBI used potentially lethal CS gas against women and their young children in the final and fatal assault.
Thanks to the efforts of William Gazecki, many of those questions have now been answered.
Whos William Gazecki? Hes the self-avowed liberal who directed and produced the Oscar-nominated documentary, "Waco: The Rules of Engagement."
His two hour and 40 minute film is a "must see" for every American concerned about the federal governments increasing usurpation of our liberties.
Using documentary evidence, on-screen interviews, video clips from Mt. Carmel, Capitol Hill testimonies, and infra-red imaging from an over-head aircraft, Gazecki convincingly makes the following points:
The ATF deliberately lied to the U.S. military about the Davidians using drugs in order to secure training facilities at Ft. Hood, TX, and the use of military helicopters for their February 28th assault.
The ATF fired the first shot when they summarily executed the Davidians dogs as the approached the compound to deliver a search warrant for illegal weapons.
The ATF, by ignoring David Koreshs open invitation to visit the compound to inspect his weapons, by inviting two Dallas TV stations to record the "event," and by going in even after an undercover agent within the Davidians had warned the ATF that Koresh knew they were coming, conducted the raid to gain good publicity and stave off expected budget cuts at impending Congressional appropriation hearings.
The FBI (which took over for the ATF on March 1st), while demonizing Koresh as a criminal psychopath and his followers as mindless fruitcakes, refused to show the public a home-made video which clearly dispelled those contentions.
The FBI pressured an agent assigned to draw up a psychological profile of Koresh which urged a cautious, non-confrontational approach to the standoff to change his report.
The FBI refused to bring in a third party as requested by the Davidians when negotiations appeared at a stalemate.
The FBI, in their April 19th assault, used a tank to deliberately knock down and collapse a structure of the complex where five crushed bodies were later found.
Using another tank, the FBI injected a sometimes fatal, always torturous, highly flammable gas into the complex for six hours.
The FBI, contrary to their claims of not firing "one shot," used automatic weapons fire to keep the Davidians from escaping out the dining room door.
The FBI started the fires by shooting pyrotechnic devices or flash bang grenades into the gas-filled complex.
The FBIs stated strategy for using the CS gas was to inflict "discomfort" upon the children (who they knew were too small to use gas masks) so their sympathetic mothers would bring them out!
The FBI tampered with the "crime scene" by deliberately destroying or relocating evidence. They also confiscated the bullets which were removed by the assigned coroner from the twenty-eight Davidians who were found with gunshot wounds.
If you know me, Im not one to believe much of what I see on the TV screen, but after carefully watching this film three times and reviewing my files on the subject Im convinced that Mr. Gazeckis conclusions are far closer to what really happened at Waco than the governments official version that the Davidians were the aggressors who shot or set themselves on fire.
While Gazecki did not get an Oscar for his film, he did get something else. Its been reported that hes now being audited by the IRS!!

During the 1980 presidential campaign, one of the candidates visited the North American Aerospace Defense Commands (NORAD) control center buried deep within the Cheyenne Mountain in Colorado.
While there, he received a briefing from the commander of NORAD in which he was told that America had the unique ability to detect a missile within minutes of its launch from anywhere on the globe.
Before the USAF four-star general could continue his briefing, however, the candidate interrupted him and said, "Well, thats great general, we have the capability to detect a missile within minutes of its launch from anywhere in the world, but if that missile is aimed at the U.S., what can we do to stop it?"
The general, somewhat flummoxed, said, "Well, Mr. Reagan, theres nothing we can do to stop it."
Three years later on March 23, 1983, then President Ronald Reagan proposed to end our vulnerability to missile attack when in a nationally televised address from the Oval office, he introduced the Strategic Defense Initiative (SDI) - a research plan to develop a land and space-based missile defense.
Its been 15 years since President Reagan gave his famous "Star Wars" address (as it was called by his left wing critics). In that time, there have been many changes on the worlds scene - the Cold War ended (thanks in no small part to the Reagan defense buildup and SDI), the Soviet Union broke up, the Berlin Wall came down, and the former Warsaw Pact nations held democratic elections.
However, there is one thing that hasnt changed over the last 15 years the U.S. is still totally vulnerable against ballistic missile attack. Thats right despite over $30 billion spent since Reagans address, the U.S. territory is still defenseless against ballistic missile attack whether that attack comes by accident or intent, by a terrorist or a government.
Why are we still unable to defend ourselves against the launch of even one missile? Its not because the technology doesnt exist it does! Its not because we cant afford it we can. An effective missile defense would not cost more than 1 or 2% of our current defense budget.
No, the main reason why we have not defended ourselves is because we signed a treaty into law prohibiting us from doing so! Way back in 1972, President Nixon signed the Anti-Ballistic Missile (ABM) Treaty with the former Soviet Union which prohibits both countries from deploying nationwide missile defenses (both on the ground and in space).
Why did we commit ourselves to such vulnerability? Well, it had to do with saving money and preventing the Soviets from embarking on a missile buildup to overwhelm our defenses which would have "accelerated the arms race."
In retrospect, while the ABM Treaty did save us money, since missile defense technology was far more expensive at the time, it did not keep the Soviets from embarking on the largest missile buildup in history nor did it prevent them from going all out in violation of the Treaty to build and deploy their own nationwide missile defense system.
Furthermore, aside from the fact that the Treaty was made with a now non-existent country, it did not take into consideration the proliferation of ballistic missiles by renegade third world countries.
The CIA estimates that up to 25 countries have or are in the process of developing weapons of mass destruction as well as the missiles to deliver them. Some of the countries on that list, including Syria, Libya, Iraq, North Korea, and Iran, are certainly not friendly to the U.S.
Considering the inevitability that some of these countries are going to get intercontinental ballistic missiles along with the fact that the threat of retaliation may not deter their leaders from taking out a major American city, its foolish to remain vulnerable to such an attack.
It states in the Preamble of the Constitution that one of the primary purposes of the federal government is to "provide for the common defense."
Its time for the Clinton Administration to abandon its adamant opposition to national missile defenses and its unwavering commitment to an obsolete, 25-year-old treaty. Its time they work together with the many members of Congress who are committed to fulfilling their constitutional mandate. Its time to DEFEND AMERICA!

Several months ago, I attended a funeral service at a predominately black church. While waiting in the hallway for the service to begin, I noticed a "Black History in America" time line hanging on the wall. One of the highlighted areas on the display was the 1863 enactment of the Emancipation Proclamation, which was said to have "freed the slaves."
Its unfortunate that so many Americans are being taught things that are just not true when it comes to black history. Since February is "Black History Month," lets discuss the most common myths surrounding the history of blacks in America.
Myth #1. The Emancipation Proclamation freed the slaves.
Fact. The Emancipation Proclamation did not free any slaves. A simple reading of the document shows that President Lincolns declaration only applied to slaves in territories held by the rebellious Confederates -- areas that ignored Lincolns dictates. It did not apply to the slaves held in the four slave states that sided with the Union: Maryland, Delaware, Kentucky, & Missouri. Nor did it free the slaves in the areas of the South under federal control (New Orleans, parts of Tennessee, northern Virginia, the South Carolina coast, etc.).
What freed the slaves was the 13th Amendment brought about by the defeat of the South and the deaths of over 300,000 white soldiers who fought for the North.
Myth #2. The majority of blacks sent to the New World as slaves arrived in the U.S.
Fact. The distinguished British historian, Hugh Thomas, points out in his latest book "The Slave Trade," that less than 5% came to the territories now comprising the U.S.
His research found that of the over eleven million black Africans sent to the New World as slaves, only about half a million were shipped to British North America and the U.S.
Myth #3. Most whites in the South owned slaves.
Fact. According to Mark Boatners highly respected "Civil War Dictionary," less than 5% of the whites in slave states owned slaves. Boatner documents that of the eight million whites living in the slave states, approximately 386,000 owned slaves.
Myth #4. Very few free blacks lived in the slave states.
Fact. There were a quarter-million free blacks ("free men of color") in the slave states which equaled the number of blacks living in the Northern "free states."
An 1860 census of the U.S. population found that of the 4.5 million blacks living in the U.S., four million were slaves with the balance of free blacks divided between the "slave" and "free" states.
Myth #5. Free blacks did not own slaves.
Fact. As documented by Dinesh DSouza in his classic "The End of Racism in America," prior to the Civil War, there were about 3,000 free blacks in the slave states who actually owned black slaves.
In fact, New Orleans recently removed the names of 23 "slave owners" from their public schools, and two of those slave owners were black men!
Myth #6. No black soldiers fought for the Confederacy.
Fact. According to Ed Smith, a black professor and director of American Studies at American University in D.C., between 60,000 and 93,000 blacks served in some capacity in the Confederate Army.
While many served as construction troops, body servants, and cooks, many others served in the ranks as soldiers. The New York Herald reported that seven fully armed and uniformed blacks were among the captured Rebel prisoners at Gettysburg.
Myth #7. The Civil War started over slavery.
Fact. If that were true, then the slave states of Delaware, Maryland, Kentucky, & Missouri (along with Washington D.C.) would have sided with the Confederacy rather than the Union.
The war began because the South wanted to leave the Union for various reasons (sovereign state rights, strangling economic tariffs and taxes, etc.) while the North refused to let them go.
In closing, over 1900 years ago, St. Paul wrote in his letter to the Romans that too many people had exchanged the truth for a lie.
Unfortunately, I believe that the growing resentment of blacks toward whites has been fueled by the fact that too many truths concerning black history in America have been exchanged for omissions, half-truths, and outright lies. - Scott Lofman
WHAT OUR FOUNDING FATHERS SAID ABOUT SLAVERY
Today, many of our students are being taught that our nation’s founding fathers were racist bigots who would’ve joined the KKK if it had been in existence at the time.
A new book, however, by Thomas G. West, a University of Dallas professor of politics and senior fellow at the California-based Claremont Institute, shows just the opposite. In his "Vindicating the Founders," West quotes the following men in their opinion on slavery:
"There is not a man living who wishes more sincerely than I do to see a plan adopted for the abolition of it." -- George Washington
"Slavery is…an atrocious debasement of human nature."-- Benjamin Franklin
"Every measure of prudence, therefore, ought to be assumed for the eventual total extirpation of slavery from the United States…I have, through my whole life, held the practice of slavery in abhorrence." -- John Adams"
We have seen the mere distinction of color made, in the most enlightened period of time, a ground of the most oppressive dominion ever exercised by man over man." -- James MadisonIf these guys truly believe that slavery was immoral and
needed to be abolished, then why didn’t they do it?
The answer, I believe, is found in a Patrick Henry quote, "I see that
prudence forbids abolition."

POINTS TO PONDER
When the Civil War began on April 12, 1861, there were approx-imately 3,000 black slaves living in Washington D.C. It was not until a year later, April 16, 1862, that President Lincoln signed into law a bill making them free.
A union surgeon, Lewis Steiner, wrote that when Confederate troops occupied Frederick, MD, he observed black soldiers integrated into Rebel Army units.
Dick Poplar, a black cook in a Rebel regiment, was captured at Gettysburg and spent 20 months in a Northern prison camp. He spurned offers to desert maintaining his loyalty to the Southern cause.
On August 30, 1861, President Lincoln revoked an order by Gen. John Fremont declaring freedom for all the slaves in the secessionist parts of Missouri. - Source: Stephen T. Foster

Confederate General Robert E. Lee was the most respected officer on both sides of the battle-field during the Civil War. In what was no doubt the most agonizing decision in his life, the long-time federal officer who had been at West Point as both a cadet and as superintendent, sided with his home state of Virginia when it seceded from the Union. Before the war broke out, Lee, who opposed slavery, set free the three slaves he had inherited from a relative. - Associated Press
